Console Admin is a powerful, out of the box, tenant-level role, which provides full access to all aspects of the admin tool. This role is typically reserved for users who will be responsible for configuring and maintaining your tenant and its users. There is no limit to the number of admins within a tenant, but a good rule of thumb is to have more than one user with an admin role to serve as a backup. 

Only a user with a Console Admin role can create and delete permission-based roles. 

Only a user with a Console Admin role can generate Standard Reports.
